@SacoFrank - any hired captain will bear responsibility and will know the local rules and anchorage. Bear in mind that it is the Caribbean, and sometimes the "rules" end up being mere "suggestions"; but the captain will know which need to be followed. The BVI are some of the easiest waters in the world to charter in, so I would not be particularly worried.
