Violations can be "grandfathered" in some cases when the infraction is allowed/overlooked by officials for a period of time. Depends on the community, history, etc. Grandfathering doesn't always have to depend on a previously issued permit. Experience from 8 yr chair of P&Z and Bd of Adj.
